Subject: [PATCH] powerpc/irq: Remove arch_local_irq_restore() for !CONFIG_CC_HAS_ASM_GOTO

All supported versions of GCC support asm goto.

Remove the !CONFIG_CC_HAS_ASM_GOTO version of arch_local_irq_restore()
