I see the flag is set false on prepare. So if cancel is not allowed in
prepare phase, there will be no concurrent writing problem.

Now there seems a problem that cancel_request is allowed to be set during
prepare phase, but may be overriden by its initialization to false in
prepare(). Could we just prevent cancel in prepare phase in framework?
This is not all about the atomicity for cancel_request but also helps
solve the concern.
