Subject: [PATCH 12/12] MIPS: CPS: Boot CPUs in secondary clusters

Probe for & boot CPUs (cores & VPs) in secondary clusters (ie. not the
cluster that began booting Linux) when they are present in systems with
CM 3.5 or higher.
