Subject: [PATCH V2 4/5] riscv: cpu: Support for 64bit hartid

Adds support for 64bit hartid in riscv_of_processor_hartid()
  - Separate return value and status code.
  - Make hartid variable type as unsigned long.
  - Update the callers.
