TDX doesn't need APIC page depending on vapic and its callback is
WARN_ON_ONCE(is_tdx).  To avoid unnecessary overhead and WARN_ON_ONCE(),
skip requesting KVM_REQ_APIC_PAGE_RELOAD when TD.
