qemu -M microvm \
  -global virtio-mmio.force-legacy=false \
  -device virtio-gpu-device

Gives you a functional virtio-gpu device on virtio-mmio.

aarch64 virt machines support both pci and mmio too.
s390x has virtio-gpu-ccw ...
