I like the change to keep the pointer to the variant data instead of
copying things out of it. Since that's not Tegra234-specific, maybe
it could be done in a preparatory patch to make this patch smaller.

Most of the diffs in this function are simple renames:
s/val/status_l0/ or s/val/status_l1/

Can you do the renames in a preparatory patch to make this patch more
readable?

Why even read the DT property on Tegra194 if you always ignore it?
I would expect something like this:

  if (pcie->of_data->version == TEGRA194_DWC_IP_VER) {
    if (pcie->of_data->mode == DW_PCIE_EP_TYPE)
      pcie->enable_ext_refclk = true;

Looks like a generic (not Tegra234 specific) change. Separate patch?
Or skip the read on Tegra194?

Doesn't really matter, I guess, but seems like you should check the
variant before the controller ID.

Rewrap the comment to fill 78 columns or so. "Hence" would fit on the
previous line, so we can't tell whether it is supposed to start a new

This looks weird because it affects Tegra234 as well as other
variants. Is it a bug fix that should be split out to a different
patch?

Generally I would expect the Tegra234 support to be:
  - add some new flags
  - set those flags in new of_data for Tegra234 devices
  - test those flags for new or changed functionality

So most hunks here would mention one of those new flags.

There are a couple comments about "send LTR upstream". I *assume*
that LTR messages are actually only sent when PCI_EXP_DEVCAP2_LTR is
set, right?

This doesn't seem strictly related to Tegra234 support. It certainly
changes the behavior of EP_TYPE even on non-Tegra234. Maybe at least
part of this belongs in a different patch?

Same here; looks like this affects non-Tegra234 as well.

Is it necessary to list all the "false" items? That should be the
default, and then you're stuck with adding new "false" items to
existing of_data when you add new knobs for future hardware, which
seems pointless.

There really shouldn't be a comma after the terminating entry.
