Subject: [PATCH 5.19 138/365] tools/testing/cxl: Fix decoder default state

From: Dan Williams <dan.j.williams@...el.com>

commit 08f8d040a11d539481b9aee7b482430561281a28 upstream.

The 'enabled' state is reserved for committed decoders. By default,
cxl_test decoders are uncommitted at init time.
