You should not have to declare a feature. A feature is a special HID
endpoint that you can use to talk to the HID device. By emitting
special HID commands, (HID_REPORT_GET/HID_REPORT_SET) you can control
how the device works. But if your current report descriptor doesn't
have a feature declared, you should not declare it.

I assume the feature in this particular case helps the driver to
understand that you need to allocate a 64 bits chunk of memory to
communicate with the device.

Few changes:
- use of 4 bytes of padding, instead of 1 24bits slot of padding
- changed the padding from 0x01 to 0x03 to remove the "array" const
