Subject: [PATCH v5 3/5] PCI: Export PCI link retrain timeout
Rename LINK_RETRAIN_TIMEOUT to PCIE_LINK_RETRAIN_TIMEOUT and make it
available via "pci.h" for PCI drivers to use.
