Subject: [PATCH] crypto: hisilicon/qm: drop unnecessary IS_ENABLE(CONFIG_NUMA) check

dev_to_node() can handle the case when CONFIG_NUMA is not set, so the
check of CONFIG_NUMA is redundant and can be removed.
