irq_build_affinity_masks() is just for spreading CPUs among the two
vectors, nothing to do with your issue.
Your issue should be related with irq matrix code, which manages effective
cpu allocation for irq vector, nothing to do with irq_build_affinity_masks().

This patch isn't good since blk-mq's queue mapping depends on managed
irq affinity, and this way breaks queue mapping.
