Subject: [PATCH] pinctrl: mediatek: allow configuring uart rx/tx and rts/cts separately

Some mt7986 boards use uart rts/cts pins as gpio,
This patch allows to change rts/cts to gpio mode, but keep
rx/tx as UART function.
