Subject: [PATCH bpf-next] selftests/bpf: Fix strncpy() fortify warning

move libbpf_strlcpy() to bpf_util.h, and replace strncpy() with
libbpf_strlcpy(), fix compile warning.
Compile samples/bpf, warning:
$ cd samples/bpf
$ make
...
