No, it is a different operation from modulo, since modulo introduces a
bias. So your first salvo into name bikeshedding not only bikesheds
about the wrong function (we're supposed to be discussing the "between"
one, not the "below" one), but also just isn't very sensible.

I don't think 64-bit arithmetic is in the cards here now, sorry. For the
constant case, we could of course just check to see if the operand is
U32_MAX and constant fold in a straight call to get_random_u32_above()
instead, I guess. But then we're introducing different semantics in the
constant case and non-constant case, and I don't want to do that.

Anyway, getting back to the actual topic at hand, if we are to do this
as a fully closed interval rather than a half-open one, ceil==U32_MAX
will be an invalid (overflowing) input to the function. I guess that
wouldn't be the end of the world, but it is certainly different. I agree
it fits the name of the function better. I don't know if it's the most
sensible semantics.

Curious about it, though, I coded it up, and I'll attach the diff below.
The question is whether this actually helps much or if it's more
confusing. Different cases yield different perspectives, I guess.
