Turbostat reads MSRs and you need an online CPU to read.

What can be done in the implementation, when you can't see a CPU?
CPU numbering should be friendly to boot reduced number of CPUs to
disable SMT.

You can always boot all CPUs and then offline unwanted CPUs.
