Good points ! Fixed both the problems in v10.
a) Only if the lower level callback exists, TCPM will transition into
CHECK_CONTAMINANT state.
port->potential_contaminant only set when
port->tcpc->check_contaminant is installed. I have fixed this in the
tcpci.c driver as well in v10.

b) tcpm now invokes tcpm_start_toggling() before transitioning into
TOGGLING from CHECK_CONTAMINANT state
