Subject: [PATCH v5 2/6] coresight: configfs: Add in functionality for load via configfs

Add in functionality to allow load via configfs.

Define a binary file format and provide a reader for that format
that will create and populate configuration and feature structures
use by the driver infrastructure.

Adds API to access new functionality.
