Subject: [PATCH v2 1/2] perf build: Properly guard libbpf includes
Including libbpf header files should be guarded by
HAVE_LIBBPF_SUPPORT. In bpf_counter.h, move the skeleton utilities
under HAVE_BPF_SKEL.
