Subject: [PATCH net-next v2 09/12] net: wwan: tmi: Introduce WWAN interface

Creates the WWAN interface which implements the wwan_ops for registration with
the WWAN framework. WWAN interface also implements the net_device_ops functions
used by the network devices. Network device operations include open, stop,
start transmission and get states.
