Subject: [RFC PATCH 10/11] x86/tsc: Mark Secure TSC as reliable clocksource

AMD SNP guests may have Secure TSC feature enabled. Secure TSC as
clocksource is wrongly marked as unstable, mark Secure TSC as
reliable.
