cpuidle: tracing, preempt: Squash _rcuidle tracing

Extend/fix commit:

  9aedeaed6fc6 ("tracing, hardirq: No moar _rcuidle() tracing")

... to also cover trace_preempt_{on,off}() which were mysteriously
untouched.
