I tested "active" mode on a Zen2, using EPP v12 and this series on top.
Here is the output of 'cpupower frequency-info' run as root under full load:

The governor "powersave" may decide which speed to use
within this range.

Live-switching to "guided" mode via sysfs also seems to work fine:
