Subject: [RFC 3/5] rust: sync: Arc: Introduces Arc::get_inner() helper

Getting a `&ArcInner<T>` should always be safe from a `Arc<T>`,
therefore add this helper function to avoid duplicate unsafe
`ptr.as_ref()`.
