Again, this driver is almost identical to the first STGCRG driver I
pushed. You really ought to have kept the authorship like Hal Feng did
for the SYSCRG and AONCRG drivers.

The JH7110 boots perfectly fine without this driver built in, so just do
default m if ARCH_STARFIVE

Like the SYSCRG and AONCRG driver in Hal Feng's series I only added
the CLK_IGNORE_UNUSED flag as a placeholder for clocks where I didn't
yet know if
they were ok to turn off when unused. Please go through the clocks and
figure out if they're critical and mark them with CLK_IS_CRITICAL or
they are fine to turn off and just remove the CLK_IGNORE_UNUSED flag.
