Only way to detect VTL is via hypercall. However hypercalls are not
available this early in boot sequence.

`noxsave` is parsed very early in boot sequence. Possibly this needs to
be done even before the FPU system is initialized.

Moreover we suspect there could be other things dependent on noxsave
and nofpu which should be handled. I am not sure if there is any easy
way to do this, hence decide to have requirement for 'noxsave'
commandline. Please let me know your suggestion if any.
