This looks like a lot of churn which could be avoided if the new
unprivileged triggers were called something else, like
unpriv_triggers/unpriv_nr_triggers. But maybe even a better way would
be to have smth like this:

       struct list_head triggers;
       u32 nr_triggers[NR_PSI_STATES - 1];
};

struct psi_group {
       ...
       struct trigger_info trig_info[NR_PSI_AGGREGATORS];
};

I think this would also simplify the update_triggers() code in the
last patch of this patchset.
