My bisect actually landed on commit cfe7e6ea5ee2 ("mm: memory-failure:
Move memory failure sysctls to its own file"). The new sysctl table is
missing a sentinel. The following diff resolves it for me.

diff --git a/mm/memory-failure.c b/mm/memory-failure.c
