This if/then has no effect. The 'if' is true when mux-controls is not
present. 'required: [ mux-controls ]' is what you should use to test
property presence. The 'then' clause is just constraints you already
have. If you just want to say mux-control-names is required with
mux-controls, then use 'dependencies'.
