There are of course potential downsides, including slower handling of
callback floods and tuning difficulties due to there being no good way
thus far to estimate how much time a given RCU callback will consume.

But if there are significant benefits to battery-powered systems, then
enabling this sort of thing only on those systems could make a lot
of sense.
