objtool: Get rid of reloc->rel[a]

Get the relocation entry info from the underlying rsec->data.

With allyesconfig + CONFIG_DEBUG_INFO:

- Before: peak heap memory consumption: 35.12G
- After:  peak heap memory consumption: 29.93G
