Drop the default y. Lots of existing systems with Vivante GPUs on a

Hm, I think the amount of code added here is small enough to go
directly into etnaviv_drv.c behind a
#ifdef CONFIG_DRM_ETNAVIV_PCI_DRIVER, which would allow to keep the
referenced functions and pm ops static.
