Subject: [PATCH v3 2/4] regulator: Introduce Qualcomm REFGEN regulator
 driver

Modern Qualcomm SoCs have a REFGEN (reference voltage generator)
regulator, providing reference voltage to on-chip IP, like PHYs.

Add a driver to support toggling that regulator.
