Subject: [PATCH] mm/memcg: remove definition of MEM_CGROUP_ID_MAX when !CONFIG_MEMCG
MEM_CGROUP_ID_MAX is only used when CONFIG_MEMCG is configured. Remove
unneeded !CONFIG_MEMCG variant.
