Subject: [PATCH] rcu: remove unnecessary check cpu_no_qs.norm on rcu_report_qs_rdp

Wherever rcu_report_qs_rdp is called, cpu_no_qs.norm value is false.
Therefore, Remove unnecessary check in rcu_report_qs_rdp.
