Subject: [PATCH v4 1/4] perf cpumap: Add __perf_cpu_map__new and perf_cpu_map__2_cpuset

This adds two new api which will be used later.
  - __perf_cpu_map__new: accept a specified separator instead of ','.
  - perf_cpu_map__2_cpuset: convert perf_cpu_map to cpu_set_t.
