Subject: [PATCH 07/36] tty: drop tty_debug_wait_until_sent()
It's a nop for everyone as TTY_DEBUG_WAIT_UNTIL_SENT is never set.
Provided, we have better debugging/printout mechanisms nowadays, remove
this mechanism.
