sched/debug: Remove the /proc/sys/kernel/sched_child_runs_first sysctl

The /proc/sys/kernel/sched_child_runs_first knob is no longer connected since:

   5e963f2bd4654 ("sched/fair: Commit to EEVDF")

Remove it.
