Treating IMSIC minor interrupt identities as global instead of local is a
design choice we made to integrate cleanly with Linux IRQ subsystem
because otherwise MSI interrupts will be percpu interrupts and we can't
steer device MSIs to different CPUs using set_irq_affinity().
