This is actually a variable sized array we are indexing:

typedef struct _ATOM_PPLIB_STATE
{
    UCHAR ucNonClockStateIndex;
    UCHAR ucClockStateIndices[1]; // variable-sized
} ATOM_PPLIB_STATE;

So it's a false positive.  I guess it should be converted to variable
sized array changes others have been working on.
