Subject: [PATCH v6 3/7] soc: qcom: add QCOM PBS driver

Add the Qualcomm PBS (Programmable Boot Sequencer) driver. The QCOM PBS
driver supports configuring software PBS trigger events through PBS RAM
on Qualcomm Technologies, Inc (QTI) PMICs.
