Can we add two new flags:
- HW_CTRL_TRIGGER
- DEFAULT_HW_TRIGGER

And then define HW_CTRL as HW_CTRL_TRIGGER | DEFAULT_HW_TRIGGER ?

This way older platforms will keep existing behaviour, but can
gradually migrate to the new callbacks?
