Subject: [RFC PATCH 04/13] RISC-V: add TOOLCHAIN_HAS_VECTOR_CRYPTO
From: Eric Biggers <ebiggers@...gle.com>

vector crypto extensions. This is needed by the RISC-V crypto code.
