Subject: [PATCH 11/12] arm64: dts: ti: k3-j721s2: Add reboot-controller node

While PCSI normally handles reboot for K3, this is an available
fallback in case PCSI reboot fails. Add direct reboot TI-SCI
node to system-controller.
