You did not send it to proper folks and lists, so I would say: it cannot
be applied. You can easily check: go to MSM patchwork and look for this
patch.

The rule is the same for all SoC architectures - the SoC-related
defconfig changes go via SoC tree, so please follow CC-list for MSM and
resend with correct addresses.
