The previous problem has been resolved by the new patchset of  cpb boost support

+               policy->cpuinfo.max_freq = cpudata->nominal_freq * 1000;


The frequency values of cpuinfo are correct on my system.

cpuinfo_max_freq:3501000
cpuinfo_min_freq:400000
scaling_cur_freq:400000
scaling_max_freq:3501000
scaling_min_freq:400000
