With this patch applied on top of 6.9-rc1, both CPUs appear to come up:

  % cat /proc/cpuinfo 
  [...]
  ncpus probed	: 2
  ncpus active	: 2
  [...]
  State:
  CPU0:		online
  CPU2:		online
