timekeeping: Refactor timekeeping helpers

Simplify the usage of timekeeping sanity checking, in preparation for
consolidating timekeeping helpers. This works towards eliminating
timekeeping_delta_to_ns() in favour of timekeeping_cycles_to_ns().

No functional change.
