Subject: [PATCH 06/19] riscv: Extend cpufeature.c to detect vendor
 extensions

Create a private namespace for each vendor above 0x8000. During the
probing of hardware capabilities, the vendorid of each hart is used to
resolve the vendor extension compatibility.
