Subject: [PATCH 1/1] Replace macro "ARCH_HAVE_EXTRA_ELF_NOTES" with kconfig

"ARCH_HAVE_EXTRA_ELF_NOTES" enables an extra note section in the
core dump. Kconfig variable is preferred over ARCH_HAVE_* macro.
